Deputies of the Novosibirsk Region Legislative Assembly Committee on Agrarian Policy, Natural Resources and Land Regulations considered the prospects of creating an agro-biotechnological park in the region, the functional scope of which will cover the whole of Siberia.
The instruction to "work out the possibility" of creating an agro-biotechnological park on the assets of the SFSCA, which is contained in the plan of implementation of the Strategy of Socio-Economic Development of the Siberian Federal District until 2035, was approved by the Government of the Russian Federation by Resolution No. 2846-r dated October 23, 2023. The "Science and Universities" national project envisages the creation of at least five ABTPs in the country. The Cabinet of Ministers adopted a decree on the procedure for allocating grants for these purposes in June 2023.
Kirill Golokhvast, Director of the Siberian Federal Scientific Centre of Agro-BioTechnologies of the Russian Academy of Sciences (SFSCA RAS), presented the project for the creation of an agro- biotechnological park to the deputies. In his speech, he noted that the purpose of the biotechnological park is to build a science-based technological system to create an innovative platform for modernization of companies involved in the agricultural sector of the region's economy. This will enable state and commercial companies to deploy on one site the entire technological chain from an idea to a real industrial result, provide patent protection and advanced training for the employees of the companies in the most breakthrough areas of the agro-industrial complex. Together with a special economic zone of research and production type in the regional village of Krasnoobsk the agro-biotechnological park on the basis of the SFSCA RAS will represent a single cluster of innovative development in the agro-industrial complex of the Siberian region, a unique model of integration of agrarian science, agrarian education and agro-industrial production. At the same time, the created knowledge-intensive products will have a lower production cost, which will allow solving the problems of import substitution and food security.
According to the project of the agro-biotechnological park, its infrastructure will be located on the territory of the SFSCA RAS and will amount to more than 100 thousand square meters of laboratory and industrial sites. In addition, the project includes implementation sites: experimental agricultural sites of more than a thousand hectares and a cattle breeding farm for a thousand heads. At present, the block for deep processing of grain and oilseed crops within the framework of the project is being worked out. It is assumed that the residents will be, first of all, the enterprises already renting the center's premises.
The project is created with the support of the Interregional Association for Economic Cooperation of the Subjects of the Russian Federation "Siberian Agreement" (IASA) and the Office of the Plenipotentiary Representative of the President of the Russian Federation in the Siberian Federal District.
To implement the project, the Novosibirsk Region Ministry of Science and Innovation Policy has formed a working group for the creation of an agro-industrial technopark (agro-biotechnological park), approved by Yevgeny Leshchenko, Deputy Chairman of the Novosibirsk Region Government and Minister of Agriculture of the Novosibirsk Region, and Irina Manuilova, Deputy Governor of the Novosibirsk Region.
Summarizing the discussion, Committee Chairman Denis Subbotin noted that the creation of an agro-biotechnological park is important for the Novosibirsk Region. "I suggest that the issue of creating an agro-biotechnological park should be once again considered at the committee meeting by June, and then brought to the session of the Legislative Assembly, so that by September the regional government and the SFSCA RAS were able to address the federal level with specific proposals", - said Denis Subbotin.
